I'd like to look around Korea before commiting myself to a job. Can I come on a tourist visa and apply for a job while in Korea?

Yes, you can. You’ll probably have to go to Japan though to get the visa.

Technically, yes. But you will have to leave the country to activate the Visa. Lots of teachers just jump over to a neighboring country to do this.
I don’t know if there’s much advantage to waiting until you get over there. I found that all the information I needed to make the decision was online, so it’s totally up to you what makes you most comfortable.
My advice: choose a large school in a large city, so you have a built-in social network of other westerners.
